Existing vs proposed buildings under SB 1211
The 8-ADU cap only applies to existing multifamily. Proposed projects are still capped at 2.
SB 1211's 8-detached cap applies only to existing multifamily — buildings already constructed and occupied. Proposed (not-yet-built) multifamily projects are still capped at 2 detached ADUs.
This creates a small arbitrage: build the multifamily building first, get it occupied, then come back under SB 1211 for the additional ADU phase.
